Based on the aforementioned examples in different cities, it is clear that the orgware played a significant role to aid the mind shift by designing and delivering infrastructure to create more space for (NMT) on streets. The ability and willingness of leaders âactors of changeâ to facilitate change is crucial and will influence the time needed to drive the desired changes (Bluemel et al., 2013). In the words of (Harvey, 2008) in his work âThe right to the cityâ: âThe Right to the city is far more than the individual liberty to access urban resources: it is a right to change ourselves by changing the city. Moreover, it is a common rather than an individual right since this transformation inevitably depends upon the exercise of a collective power to reshape the processes of urbanizationâ (Harvey, 2008). Considerably, the making of creative cities through (SUM) is a complex matter and a multi-disciplinary approach that touches many fields with different actors of change. In urban mobility planning, making (NMT) a concrete priority requires strong political conviction and resolution. Additionally, well-educated and experienced leaders are needed to understand the political logic of how a city works and how it can be translated into actions that serve the community desire. In the end, the actors of change can be classified under three categories as follows (Abdrabo, 2020):
Category 1: The local community in which it gives agency to the people of the city, citizens, and youth.
Category 2: Represented in researchers who can understand the local community
(urban planners, sociologists, anthropologists, architects, designers, etc.).
Category 3: The governmental authorities and other stakeholders (practical and institutional field)
(The governor and local city council, policymakers, transit agencies, advocacy groups, etc.)
